For more than 40 years, Medecins du Monde (MdM), a campaigning medical organization committed to international solidarity, has been caring for the most vulnerable populations here and abroad. It has continued to bear witness to obstacles that exist in accessing healthcare and has secured sustainable improvements in health-for-all policies.
MdM France currently works in 30 countries across all continents to facilitate access to healthcare through 6 thematic: Sexual and Reproductive Health Rights; Migration, Exile, Human Rights and Health; Harm Reduction; Environment and Health; Humanitarian Space and Healthcare systems and rights.
Context
Médecins du Monde (MdM) has been active in Myanmar since 1994, delivering crucial harm reduction and HIV/AIDS services to key populations. In Kachin State, programs target people who use drugs, offering needle exchange, methadone treatment, HIV testing, and medical care. In Yangon, MdM’s efforts are directed towards female sex workers and LGBTQI+ individuals, offering comprehensive harm reduction and sexual and reproductive health services through local partners. Crucially, MdM invests in strengthening local civil society organizations, enabling them to play a larger role in healthcare delivery.
This year, Médecins du Monde will launch a new three-year project titled “Collective Actions and Social Change for Comprehensive Harm Reduction Among Key Populations in Myanmar.” The project aims to improve access to comprehensive harm reduction including Sexual and Reproductive Health and Rights (SRHR) services and strengthen the resilience of targeted beneficiaries – Female Sex Workers (FSW), Men who have Sex with Men (MSM), and Transgender Women (TGW). To achieve this, MdM will implement a comprehensive three-pronged strategy that includes harm reduction and SRH service delivery, a community-based approach, and advocacy for social change. The project will be implemented in partnership with 3 local organizations in four main regions of Myanmar – Yangon, Mandalay, Bago, and Ayeyarwady. The project will support and scale up the delivery of and access to comprehensive harm reduction services, including SRHR services. These services will include harm reduction service delivery, education and counselling, family planning, cervical cancer screening and gender-based violence care all delivered through a comprehensive case management approach.
Job description
Based in MdM’s Country Coordination Office (CCO), the Program Coordinator (Yangon) works directly under supervision of Deputy General Coordinator. You will work very closely with other Coordinators (Medical Coordinator, MEL Coordinator, Finance Coordinator, Logistics Coordinator, and HR Coordinator) and with MdM’s CCO program team for technical, programmatic, and operational supports. You will be responsible for the direct management of the Project Manager and MEAL Manager.
The Program Coordinator, with a strong emphasis on partnership management, plays a crucial role in the successful implementation and coordination of the project across four regions. This position ensures effective program delivery, fosters strong relationships with partner organizations, and contributes to the overall goal and objectives of the project. The coordinator will be responsible for coordinating program activities, managing partner communication, tracking progress, and ensuring alignment with project aims and objectives.
Under the responsibility of the deputy general coordinator, your main tasks and responsibilities include:
PROGRAM MANAGEMENT ANC COORDINATION
- Develop and implement comprehensive plans for partner-led and MdM program activities, ensuring alignment with project goals and objectives
- Proactively monitor and adjust program strategies to maintain effectiveness and achieve desired outcomes
- Oversee the timely and effective execution of partner program activities according to project work plans
- Provide consistent follow-up and support to local partner organizations to ensure successful implementation
- Foster strong collaboration and synergy between partner organizations across all operational regions
- Track and anticipate potential program implementation issues, implementing corrective actions in collaboration with the Deputy General Coordinator
- Conduct regular monitoring and analysis of key performance indicators across all partner programs
- Identify performance gaps and implement targeted interventions to improve program effectiveness
- Utilize reporting systems to monitor progress, identify challenges, and facilitate collaborative problem-solving with partners
- Conduct regular supervisory and support visits to project sites to ensure high-quality program implementation
- Work closely with MdM’s technical coordinators/advisors and managers in ensuring partner organization receive enough guidance and resources that implementation of activities is in line with programmatic strategies and technical/ operational standards of MdM and donor guideline
- Work closely with the central coordination office (CCO) logistics, finance, and human resources teams to manage procurements, budget monitoring, and compliance with organizational and donor policies
- Ensure partners receive adequate logistical, financial, and human resources support for daily operations
- Ensure effective and smooth communication between MdM and Partner for regular update on the program progress, challenges etc.
PROGRAM STRATEGY AND DEVELOPMENT
- Participate to programmes strategic plans and reviews in line with MdM policies and priorities
- Participate in the MdM Myanmar strategy and programme design, and in relaying national coordination decisions and information to partner organization
- Identify potential gaps in the programs (including partnerships, beneficiary and community participation, quality of relations with beneficiaries, elements of sustainability) and proposes corrective measures to the Deputy General Coordinator to improve partner intervention
- Work with and support Deputy General Coordinator for identifying needs and designing new program activities in Yangon as requested
PARTNERSHIP MANAGEMENT & CAPACITY BUILDING
- Proactively identify, evaluate, and nurture relationships with existing and potential partner organizations to expand program reach and impact
- Serve as the primary point of contact for partners, ensuring consistent, clear, and supportive communication
- Develop, negotiate, and execute partnership agreements, ensuring alignment with project goals, organizational policies, and donor requirements
- Collaborate with the training department (TCU) and partners to develop tailored training and technical support based on identified capacity needs and resources
- Ensure the training department effectively monitors and evaluates the impact of capacity building initiatives, using data to drive improvements
- Create and disseminate resources, tools, and best practices to strengthen partner capabilities
- Organize and facilitate peer-to-peer learning opportunities to foster collaboration and knowledge sharing among partners
- Conduct regular meetings with local partners to ensure effective coordination, high-quality project implementation, and adherence to donor policies
- Address and resolve partnership-related issues and conflicts promptly and professionally, working collaboratively with the team
- Conduct regular site visits and monitoring to ensure program quality, adherence to agreements, and effective resource utilization
TEAM MANAGEMENT
- Facilitate clear communication, ensure effective onboarding and debriefing, and establish measurable objectives and development plans for all staff
- Lead the induction of new hires, conduct performance evaluations, and identify and address training needs
- Build strong team cohesion: Promote positive working relationships across field teams, proactively identify and address staffing and skill gaps
- Manage performance and well-being: Address performance issues in partnership with HR, and prioritize staff care by managing leave requests and promoting overall well-being
STAKEHOLDER ENGAGEMENT, REPRESENTATION & ADVOCACY
- Identify, map, and engage key stakeholders, including government agencies, NGOs, community-based organizations, donors, and beneficiaries in four regions
- Develop and maintain strong, collaborative relationships with stakeholders – national, regional, and township health departments, UN agencies, INGOs, NGOs, CBOs and local authorities through regular communication, meetings, and joint activities
- Represent the organization in relevant external stakeholder forums to influence policy and promote our strategy
- Support the research and analysis of key policy issues, contributing to the development of effective advocacy approaches
- Collaborate with the Advocacy and Communication Advisor to support the development and execution of advocacy strategies
REPORTING AND COMPLIANCE
- Review partner reports, provide constructive feedback, and track follow up action plan implementation
- Produce high quality internal and external reports including donor reports for activities implemented by partners
- Ensure all narrative, financial, intermediary, and final reports comply with donor requirements

- Gross monthly salary: 3,359 euros
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
