MdM France currently works in 30 countries across all continents to facilitate access to healthcare through 6 political battles:

Context
MdM France has operated in Afghanistan from 1982 to 2012, implementing projects in 5 different provinces accross the country. Following the instauration of the “Pay for Performance” scheme for the management of the Afghan health system by the World Bank, MdM decided to step out and switched to a drug users risk reduction program from 2005. In 2012, these activities have been handed over to a national NGO and MdM left Afghanistan.
Following the Taliban’s return to power in August 2021 and the subsequent near-collapse of the health system after the suspension of the SEHATMANDI program, MdM-F reopened the mission in and resumed its operations in 2022. MdM is supporting Primary Health Care services, with integrated Mental Health and Psychosocial Support (MHPSS), protection and nutrition components also supporting Harm Reduction (for drug users) program at mission level. Currently, MdM is active in Central region (Kabul and Wardak Provinces) and in future planning to expand the operations in other geographical location i.e. Western region (Farah, Nimroz, Herat).
Job Description
Under the supervision of the general coordinator and in collaboration with the health advisor based at HQ, you are in charge of designing, planning, implementing, adapting and monitoring health activities. You directly manage the medical team.
Your main responsibilities are the following:
- Participate in the definition of the country strategy led by the general coordinator and drive the medical and technical aspects in the development of this strategy
- Design, plan, implement, adapt and monitor the programme’s health activities
- Ensure the quality and relevance of health activities, supervise the collection and analysis of medical data
- Recruit, manage, train, and motivate the medical team
- Ensure the management of pharmaceutical products
- Carry out health needs assessments and evaluations of medical partners
- Cooperate with the administration team regarding budgeting and supervise the medical purchase process
- Represent MdM with authorities, partners and other NGOs on health issues
- Participate in the writing of proposals and reports
Vos conditions d'emploi
- Starting date : 1st of April 2025
- 12-month contract
- Gross monthly salary: €3,570
- Position based in Kabul, Afghanistan (single departure)
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
- Expatriation bonus (10% gross salary per month)
- Transportation cost, vaccines and visas covered
- Guesthouse housing
- 22.5 recovery days per year
- 5 weeks of paid leaves per year
- Health insurance (50% covered by MdM and 50% by the employee)
- Insurance (repatriation…)

Votre profil
- Medical Doctor or Nurse or Midwife is a prerequisite
- Master’s in Public Health is preferred
- Significant experience in similar positions (minimum 4 years’)in the humanitarian sector
- Experience in public health and in managing health welfare in communities
- Experience in supervising Health Promotion activities and some basic mental health activities
- Experience in Nutrition and Harm reduction will be an asset
- Experience in outbreak management and emergency response
- Experience in hard negotiations with local authorities, partners and staff in a tricky context
- Ability to define medical needs and adapt operational activities to new constraints in the field of new scientific information
- Capacity to analyse medical and pharmaceutical indicators
- Experience in drafting a project and proposals to major institutional donors
- Proven experience in identifying training needs, creating and leading medical training modules
- Experience in team management
- Excellent communication and representation skills
- Excellent Microsoft Office skills (especially Word and Excel)
- Languages: fluency in English is mandatory (minimum C1 level), knowledge of Dari or Pashto is an asset
