MdM in Syria
Following the rapid power shift in Damascus on 8 December 2024, the Syrian Arab Republic is undergoing a pivotal transformation that is fundamentally reshaping its humanitarian, political, and recovery landscape. The legacy of more than 14 years of conflict continues to manifest in an ongoing and unprecedented humanitarian crisis, characterized by significant challenges.
Currently, 16.5 million people are in need, with 8 million individuals urgently prioritized—representing 33% of the Syrian population. Syria’s health crisis is compounded by multisectoral fragilities and overlapping crises, including severe shortages of human resources, insufficient medical supplies, disparities in salary scales between the Ministry of Health and INGOs, weak governance and monitoring systems, political uncertainty, evolving humanitarian coordination mechanisms, reduced funding amid increasing needs, and expanded humanitarian access to previously restricted yet highly contaminated areas.
MdM is adapting its interventions to remain effective and impactful within Syria’s evolving humanitarian landscape.
MdM’s strategy in Syria is structured around two main priorities:
- Providing primary healthcare services, including outpatient consultations, vaccination, nutritional care, and reproductive health, through the direct support of three health facilities.
- Ensuring a community-based approach to promote equitable access to healthcare services for all.
About the role
In a context of strengthening our activities in Syria, you will be specifically in charge of defining, planning and implementing all supply activities and technical logistics for a mission; ensuring the appropriate balance between resources and needs, the budget, compliance with MdM and donors standards, protocols and procedures; leading and managing a team, building cohesion and motivation.
What you’ll do
Under the supervision of the general coordinator, you are responsible for:
Base opening and maintenance
- Oversee installation, maintenance, and rehabilitation of all MdM premises, including offices, guesthouses, warehouses, and future project sites.
- Lead assessments for new locations and ensure compliance with safety, security, and technical standards.
- Manage fleet, energy systems, technical equipment, and optimization of resources to reduce costs and environmental impact.
Logistics coordination
- Develop and implement logistics tools, processes, and procedures aligned with MdM policies and donor requirements.
- Supports field teams in planning logistics activities and contribute to proposals, reports, and strategic decisions.
- Ensure timely reporting to HQ and maintain regular communication with the logistics advisor for follow-up and compliance.
Programme activities
- Act as country-level technical advisor responsible for all mission logistics tasks.
- Supervise rehabilitation of health facilities and infrastructure related to WaSH, energy, waste management, and safety/security.
- Contribute to project assessments, maintain strong networks with external actors, and support programme teams with supply and transport needs.
Procurement, supply chain and asset management
- Oversee the entire supply chain including international/local procurement, import processes, and custom clearance.
- Maintain procurement plans, supplier databases, framework agreements, and systems preventing corruption and mismanagement.
- Ensure proper fleet management, uninterrupted energy supply, and continuous updates of inventories, equipment lists, and procurement forecasts.
Team management
- Recruit, train, and build the capacity of logistics staff with clear objectives and regular evaluations.
- Adapt management approaches, conducts team meetings, and ensure compliance with MdM HR policies.
- Participate in disciplinary processes and ensure team adherence to key policies including PSEA and anti‑corruption.
Safety and security
- Support development and monitoring of safety and security measures alongside the general coordinator.
- Ensure the safeguarding of MdM premises and immediate reporting of security incidents.
- Define and maintain minimum safety standards across all sites, covering fire safety, energy management, sanitation, and anti‑intrusion measures.
Meetings, representation and reporting
- Participate in weekly HQ logistics meetings and internal coordination meetings.
- Represent MdM in external coordination forums such as the logistics cluster when required.
- Consolidate logistics reports, ensure regular field‑team communication, and promote information sharing and issue resolution.
Who you’ll work with
You will directly manage a team of two logistics officers and one logistics assistant.

Employment conditions
Contract & status:
- Gross monthly salary: 3 359 €
- Fixed-term contract of 6 months starting as soon as possible
- Trial period : 1 mois

Work environment:
- Position based in Damascus, Syria with regular visits to Aleppo and the south of Syria

- 13th month salary (paid in 2 installments after 6 months of service)

Votre profil
You are the right match if you:
- Hold a higher education qualification in Logistics management/purchasing
- Have minimum five years’ professional experience in logistics (including at least one year in a coordination position in a humanitarian setting or at least three years as logistician in humanitarian setting)
- Have a succesful experience in team management, fleet management, safety/security, energy setups, local and international supply chains (especially health commodities), stock management and construction/renovation work follow up
- Hold a proven experience working in a restrictive and volatile environment
- Have experience working in health projects (preferred)
- Have a previous experience in Syria (a strong asset)
- Have a previous (positive) experience with MdM (strong asset)
- Are described by your managers and peers as someone organized, flexible and able to make effective decisions according to the context
- Have good IT skills (Microsoft 365 environment, mapping tools) and god knowledge of ERP systems (an asset)
- Have an excellent command of English (mandatory, C1 level minimum)
- Speak Arabic and/or French (preferred)
This role may not suit you if you:
- Don’t have experience in complex decision making and leading logistics staff under difficult and tense context
- You never worked in iNGOs funded by institutional donors
- Are not aligned with MdM’s values
