Context
Afghanistan continues to grapple with the consequences of four decades of conflict, entrenched poverty, climate-induced crises, and barriers to equality. The economic downturn following the political transition in August 2021 has exacerbated underlying fragilities, including limited livelihood opportunities for both urban and rural populations alike.
In light of this situation Médecins du Monde (MdM) has reopened its mission in Afghanistan in April 2022 and is currently active in Kabul and Wardak provinces, implementing primary healthcare and nutrition projects. After securing the first funds it is becoming a priority for the mission to diversify its portfolio and secure additional resources to expand its coverage. In that regard the mission has recently conducted several exploration/assessments in various provinces of the country and is planning to solicit a range of institutional donors for the year 2025.
Join our international team as a Grants Officer in Kabul!
We’re seeking a dynamic professional to manage donor proposals, reports, and compliance for our humanitarian operations.
Main responsibilities
Under the supervision of the general coordinator, you will be responsible for donors’ proposals and reports writing and organization, as well as ensuring compliance with donors’ requirement in grants management.
More specifically, your main tasks are the following:
Donors’ proposal management
- Assess suitability and compliance for proposal development
- Provide timelines and action plans and ensure timely submission of project proposals and reports
- Contribute to the search for funding at the field level
- Take the lead in the writing of certain parts of the proposals
- Work in close collaboration with the relevant stake holders to ensure consistency among the different components of proposals
- Make sure that all indicators are SMART and targets realistic, in collaboration with the Program Coordinator
Donors and internal reporting
- Ensure good follow-up and compliance with the reporting deadlines and share with relevant departments
- Work in close collaboration with the different departments to prepare kick-off presentations
- Take the lead in the writing of certain parts of the reports and help in the compilation of the different contributions
- Work in close collaboration with the relevant departments, to ensure consistency among the different components of the reports
Donors engagement
- Maintain overview of all donor strategies, requirements, rules and regulations
- Carry out regular donor mapping exercises and identify new funding opportunities in line with the country program’s strategy
- Maintain a database of current and expected call for proposals
- On request of the General coordinator, approach relevant donors for potential funding and attend meetings
- Support the mission in the organization of external audit or evaluation
Memorandum of Understanding (MoU) / Partnership agreements
- Support the General coordinator in the writing of needed operational MoU, partnership agreements or amendments
- Ensure smooth communication and collaboration with partners
- Ensure proper filing system for the mission
- Along with the General coordinator, ensure the lead and coordinate with the Program Support officer in HQ in the writing / reviewing / compiling / piloting of such agreements
Communication
- Collaborate with HQ and Program Support Officer to develop new internal communications products for the Mission
- Support program visibility and communication initiatives
- Support program staff to draft or review factsheets, presentations, articles, lessons learned documents, and any other media materials and resources as needed
- Ensure that program communications activities are in line with donors’ communications and visibility guidelines/contractual requirements as well as MdM brand guidelines
The current position will focus on the development of strong proposals to key donors: GFFO, ECHO, INTPA, FCDO, CDCS.

- R&R: every 9 weeks
- Location: Kabul with some field visits
- Gross monthly salary: €2,991
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
- Expatriation bonus (10% gross salary per month)
- Transportation cost, vaccines and visas covered
- 22.5 recovery days per year
- 5 weeks of paid leaves per year
- Health insurance (60% covered by MdM and 40% by the employee)
- Insurance (repatriation…)
In terms of living conditions, it is to be noted that the security and access have largely improved and that Kabul, where our main office is located, is currently under security phase 2. All expatriates live in collective housing (guesthouse), with a large private room (most having attached bathroom), a garden with fruit trees, a fully equipped kitchen and a gym.

- Degree in international relations, political science, project management or other related field
- Minimum 2 years’ experience in a similar position
- Experience in grants management in humanitarian context
- Strong experience in proposal writing with key donors and understanding of cycles and procedures: ECHO/INTPA, BHA, GFFO, FCDO…
- Experience in multi-donors’ budgets in humanitarian context
- Strong analytical and writing skills
- Excellent communication skills both written and oral
- Excellent organizational skills including time management and ability to meet deadlines
- Flexibility, reactivity and anticipation, capacity to take initiatives
- Ability to work and live in challenging context
- Excellent command of Microsoft 365 and good knowledge of Canva
- Languages: English is mandatory (excellent level required in both oral and written), French and/or a local language is an asset
