MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive Harm Reduction and HIV/AIDS prevention and care, focusing on the high-risk groups of Drug Users (Kachin State), Female Sex Workers and Men having Sex with Men (Yangon area).
The project is implemented with a comprehensive approach, including a wide range of activities for prevention (drop-in centres, outreach activities including harm reduction, methadone substitution therapy) and care (STI diagnosis and treatment, HIV diagnosis and treatment, including ARV).
In Kachin, the project is implemented in 3 main sites. Activities include health education in outreach, needles and syringe exchange programme, methadone substitution programme, counselling and HIV testing, and medical care for PLHIV (STI, OI, TB and ARV).
In Yangon, the project is implemented in one main site, with broad outreach activities. Current and future strategy focuses on supporting local civil society and health system in scaling up and provision of health services.
Job description
Under the supervision of the general coordinator, you are responsible for planning, coordinating and implementing emergency response activities, ensuring that all efforts are aligned with organizational mandate and regulatory requirements in increasingly complex humanitarian situations in Myanmar. Additionally, you are responsible for conducting training and exercises to prepare staff and volunteers for disaster response activities.
More precisely, your missions will be to :
- Carry out a thorough exploratory mission in the potential areas of intervention and provide valuable information and recommendations
- Conduct need assessment for designing emergency response strategies and implementation of plans
- Develop concept notes, proposals and reports by gathering information on country situation and engage in fundraising activities for the mission in the field of emergency response
- Organize and lead training sessions and exercises for staff and volunteers on emergency response
- Support team to develop emergency preparedness and responses plan considering country situation
- Develop monitoring tools and collect high-quality data for emergency response program
- Organize the regular reviewing and updating of emergency response protocols to ensure their effectiveness
- Ensure compliance with all relevant regulations and guidelines
- Prepare and submit reports on emergency response activities to relevant authorities and donors
- Support the procurement, pre-positioning, and timely distribution of context-relevant emergency supplies
- Coordinate with various stakeholders, including government agencies, non-profit organizations, and community groups, to ensure a comprehensive and effective response to emergency situation
- Regularly monitor and report on emergency trends across the country, provide an analysis on likely humanitarian needs and make recommendations

- Gross monthly salary: €3,570
- Position based in Yangon with regular field visits (Kachin state)
- Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
- Expatriation bonus (10% gross salary per month)
- Transportation cost, vaccines and visas covered
- Individual housing allowance : 1 193 US$ / month
- 22.5 recovery days per year
- 5 weeks of paid leaves per year
- Health insurance (60% covered by MdM and 40% by the employee)

- Bachelor’s degree in safety management, emergency management, or related field
- Proven technically focused experience in emergency response and disaster risk management with minimum of 3 years in humanitarian contexts
- Substantive community engagement/risk assessment with participatory skills
- Strong understanding of disaster response principles and practices
- Knowledge of emergency response planning and crisis management
- Mutli-disciplinary teamwork skills, negotiation skills, communication skills
- Use of tracking and mapping mobile applications
- Fluency in spoken and written english ; french is an asset
