MdM has been operating in Myanmar since 1994. Its main programme delivers comprehensive Harm Reduction and HIV/AIDS prevention and care, focusing on key populations – People who Use Drugs (in Kachin State), and Female Sex Workers and LGBTQI+ (in Yangon). In Yangon, MdM is implementing harm reduction (sex work) and Sexual and Reproductive Health and Rights (SRHR) programs for sex workers, LGBTQI+, and people living with HIV, with broad community partnership approaches. Current and future strategy focuses on supporting local civil society and health system in scaling up and provision of health services. 

In Kachin, MdM’s programs are implemented in 2 main sites (Moegaung and Hopin/Mohnyin). Activities include health education in outreach, needles and syringe exchange programme, methadone substitution programme, counselling and HIV testing, and medical care for People living with HIV (STI, opportunistic infections, Tuberculosis and ARV).

The Myanmar mission has adopted a 3-year country strategy (2024-2026) and focus on three strategic directions. The harm reduction program in Kachin will solidify program achievements and empower local organizations across two sites. This aims to establish a sustainable and transferable HIV prevention model for target communities by 2026. By 2026, MdM will be recognized as a reliable technical provider for harm reduction in the country, guided by a detailed roadmap with specific milestones.

MdM is shifting its strategic focus to address emerging needs and gaps in conflict-affected regions of the country.

Job description

Under the general coordinator’s supervision, you will oversee program coordination, implementation, monitoring, evaluation, quality, and accountability. You will provide technical support and guidance to field teams, contribute to strategic development, and propose new opportunities.

Consequently, you are in charge of:

  • Overseeing the program technical team under your direct supervision and promotes a vibrant team environment of collaboration, team cohesion, team spirit, with coaching principals towards capacity building /staff development initiatives,
  • Assuring the function of general coordinator during his absence regarding all programmatic components and general operational aspects of the mission.

More precisely, your missions are the following:

Context analysis, needs assessment and strategic planning

  • Ensure close monitoring of the humanitarian situation and coordinate ad-hoc needs assessment
  • Be proactive in suggesting new assessments and new programmatic developments
  • Play an active role in designing the MdM Myanmar strategy and program objectives
  • Roll out the mission strategy

 

Coordination

  • Ensure quality program implementation
  • Lead the development of the general strategy on MdM programming activities
  • Ensure that technical departments provide adequate support to programs
  • Monitor expenditure and budget compliance
  • Support the program team in the identification and development of partners
  • Support overall advocacy initiatives as laid in MdM country level advocacy plan
  • Liaise with HQ counterparts as necessary to ensure adequate information flow between field and HQ

 

Team management

  • Manage and supervise program team through ensuring that all line managed staff have clear individual objectives, work streams, delegation of tasks and regular appraisals, as well as ensuring regular coordination, information sharing, develop a good team dynamic and take suitable action in case of problem
  • Manage appropriate coordination and communication within the managed team and with other departments
  • Support field coordinators in their program management, capacity building, and team organization
  • Be responsible of the recruitment of the team under your direct supervision
  • Evaluate staff capacity building needs and propose subsequent training plans
  • Provide orientations and trainings to MdM collaborators

 

Monitoring & reporting

  • Ensure that all needed data for the programs are timely collected and analysed for reports
  • Ensure that strong M&E, quality data collection and analysis systems are in place
  • Work closely with the project teams to develop program quality benchmarks and adequate dedicated M&E plans
  • Coordinate with medical department for sufficient technical support to be provided to field teams to achieve program’s strategies and objectives
  • Develop accountability and learning processes in the program
  • Develop and apply a robust complaint & response mechanism
  • Be responsible for regular reporting on the mission programs activities
  • Carry out a review of programmatic achievement based on the monitoring framework and available indicators
  • Lead donor proposals and reports making sure they are written in line with donor requirements

 

Meetings, coordination and representation

  • Represent MdM at country level toward government authorities, NGOs, UN agencies, and other external actors
  • Participate in regular coordination meetings
  • Negotiate and finalize partnership agreements
  • Foster collaboration and communication among partners to facilitate effective program implementation

Your conditions of employment

  • Starting date: as soon as possible
  • 12-month contract
  • Gross monthly salary: €3,570
  • Position based in Yangon with frequent travels to project sites
  • Premium equal to one month salary paid in two instalments – minimum of 6 months seniority required
  • Expatriation bonus (10% gross salary per month)
  • Transportation cost, vaccines and visas covered
  • Individual housing with an allowance of 1 193 US$/month
  • 22.5 recovery days per year
  • 5 weeks of paid leaves per year
  • Health insurance (50% covered by MdM and 50% by the employee)
  • Insurance (repatriation…)

Your profile

  • At least 7 years’ experience in public health related field in development/humanitarian context, 3 of which at coordination or senior management level
  • Experience managing programs in relevant technical areas including health, in artnership development with local authorities
  • Experience in and HIV/Harm Reduction related interventions and/or experience with Global Fund and USAID funds would be an asset
  • Knowledge of Myanmar/region environment is a strong asset
  • Listening and diplomacy skills
  • Committed to MdM’s values as an organisation and motivated by its non-statutory, NFP model
  • Fluency in English (both written and oral) is mandatory, knowledge of French is an asset
